Executive Summary

Psalms 142:7 --- "Bring my soul out of prison, that I may praise thy name."

Matthew 25:34-40 --- "Then shall the King say to them on His right hand, Come, you blessed of my Father, inherit the Kingdom prepared for you from the foundation of the world; For I was hungry, and you gave me meat; I was thirsty, and you gave me drink; I was a stranger, and you took me in; Naked, and you clothed me; I was sick, and you visited me; I was in prison, and you came to me. The Conquering Chemical Dependency (CCD) Program is a faith-based, Christ-centered twelve-step chemical dependency treatment program for individuals seeking recovery and deliverance. CCD of Texas (CCDOT) is a non-profit corporation registered in Dallas County, Texas. The email address is SetFree@CCDofTexas.org. The website is http://www.CCDofTexas.org.

Our Strengths include the Word of God, the Holy Spirit, Church support, organization skills, volunteer support, and legislation. Our current Weakness is the lack of facilities and teachers. Our Opportunities include prisons, jails, halfway houses, homeless shelters, churches, businesses, and rehabilitation facilities. Our Threat is not finding someone who cares about chemical dependency recovery.

In the accounting function, keeping proper records is necessary to maintain the integrity of CCDOT. Our accounting reports will be fully disclosed to prospective churches and others that have a need-to-know. A detailed Marketing Plan will be prepared for CCDOT. Classes are offered free to the students. Projections in the Marketing Plan will provide information for the CCDOT budget. The marketing methods outlined in the Marketing Plan will provide the funds to meet the budget.

CCDOT is organized under the direct leadership of the Father, Son, and Holy Ghost. The Board of Directors acts as an information resource. CCDOT is administered under the leadership of the corporate officers and the Department Directors.

Introduction

The treatment and recovery services at CCD of Texas (CCDOT) are exclusively religious in nature and are not subject to licensure or regulation by the Texas Commission on Alcohol and Drug Abuse. This program offers only non-medical treatment and recovery methods, such as prayer, moral guidance, spiritual counseling, and scriptural study.

The Conquering Chemical Dependency (CCD) Program is not a "Bible Study" or "Worship Service" or "Prayer Service" even though we will study Bible verses, at times we will worship God, and we will always pray. But the primary purpose of the CCD Program is to set the Captive free.

The CCD Program is a faith-based, Christ-centered twelve-step chemical dependency treatment program for individuals seeking recovery and deliverance from their addictions and other captivating works of the flesh. The 'prison syndrome' is a vicious cycle. When someone gets addicted to drugs or alcohol, they soon lose everything --- their jobs, their automobile, their home, their spouse, their children, their confidence, their self-esteem, their integrity, and so on. This can lead to a life of crime and eventually end up in prison. If they get out, they may end up homeless again. They go back to the same lifestyle that they had before. Previous offenders commit eighty-percent of all crimes! The CCD Program is an attempt to stop the cycle and, when at all possible, prevent the cycle from starting.

CCD of Texas (CCDOT) is a non-profit corporation registered in Dallas County, Texas. The email address is SetFree@CCDofTexas.org. The website is http://www.CCDofTexas.org. Chapter classes are for 90 minutes and may be held during the hours from 9 am to 9 pm, on any day of the week.  There is no charge for taking the class.

Strategy Formation

A Vision Statement identifies where we are going.

The CCDOT Vision Statement is:

To effect a complete lifestyle change and greatly reduce the rate of offences and incarcerations for those who are chemically dependent and others who are captive to the works of the flesh.

A Mission Statement identifies how we will get there (accomplish the Vision).

The CCDOT Mission Statement is:

We will accomplish the CCDOT Vision by 1.) Using the CCD materials to teach the Captive to become a fully devoted follower of the Lord Jesus Christ; 2.) Using the local church to provide love, discipleship, and a place of accountability to the Captive; 3.) Using local businesses to provide gainful employment for those who have been set free.

In a SWOT analysis, our Strengths include the Word of God, the Holy Spirit, Church support, organization skills, volunteer support, and legislation. Our current Weakness is the lack of facilities and teachers. Our Opportunities include prisons, jails, halfway houses, homeless shelters, churches, businesses, and rehabilitation facilities. Our Threat is not finding someone who cares about chemical dependency recovery.

The challenges that face CCDOT include defining and executing the Teacher Selection Process, the CCD Course Procedure, and the Aftercare Process. These processes are interrelated. The strength to the success of the CCD Program will be the Aftercare Process. The strength to the success of the Aftercare Process will be businesses that open their doors of employment to those who have been set free from their addictions. Accurate record keeping is essential for future expansion of the CCD Program.

The Accounting Function

The accounting function applies to monetary transactions. Accounting records must be kept. It is very important that we understand and record every monetary transaction. Keeping proper records is necessary to maintain the integrity of CCDOT. Our accounting reports will be fully disclosed to prospective churches and others that have a need-to-know. Income and expense records and receipts need to be sent to the CCDOT office. An Income Statement (showing revenues and expenses) and Cash Flow Statement (showing cash receipts and expenditures) will be required. A Balance Sheet and Capital Equipment List are not required.

The Marketing Function

A detailed Marketing Plan will be prepared for CCDOT. The target market for students taking the CCD Program is comprised primarily of those who are chemically dependent and secondarily those who are held captive by the works of the flesh. The target market for facilities in which to teach the CCD Program includes prisons, jails, halfway houses, homeless shelters, churches, businesses, and restoration facilities.

Pricing: Chapter Classes are offered free to the students. Host facilities are encouraged to order the Teacher's Packet and Students' Packets from the CCDOT office. Marketing materials will be customized for each identified target student and facility type. Promotion will also be through personal networking.

Competition: On the surface it appears that Alcoholics Anonymous, Narcotics Anonymous, Cocaine Anonymous, and other similar programs would be our competition. However, the chemical dependency problem is so prolific that we can never have too many such programs available to the public. CCDOT does put itself out as a Faith-Based Alternative to the other secular programs, but we would not hesitate to recommend someone to the other programs if they were not of our Christian faith and would not be converted. There will also be competition for receiving funds from the Federal Faith-Based Assistance Program.

The real competitors are the people who refuse to admit they have a problem and resist attempts of others to help them. They are either in denial or have lost hope and have given up on themselves.

Location and Layout

The target sites for offering the CCD Program are prisons, jails, halfway houses, homeless shelters, churches, businesses, and restoration facilities. The Chapter classroom should be large enough to seat the anticipated number of students. Student tables or desks would be preferred and an overhead projector helps to maintain focus. These may be considered luxuries in some facilities and may not be available.

The Production Function

Every organization, whether profit or non-profit, has the same thing in common. They all have a production process for turning inputs into outputs. For example, a blacksmith takes a piece of steel (input), heats and shapes it (process), and produces a horseshoe (output). CCDOT takes a Captive (input), teaches the Christ-centered 12 Steps (process), and produces someone that is Set Free (output). A detailed Production Plan will be prepared for CCDOT.

The Human Resource Function

CCDOT is organized under the direct leadership of the Father, Son, and Holy Ghost. The Board of Directors acts as an information resource. CCDOT is administered under the corporate officers and the Department Directors. The departments are: Education, Prison, Church, Business, Street, and Restoration Facility. Teachers are selected according to the Teacher selection process described in the Policies and Procedures document for Teachers and Groups. Teachers are responsible for learning and teaching the course materials.

The corporate officers are responsible for preparing and implementing the CCDOT business plan. They will facilitate the CCD Program and administer record keeping to satisfy all legal requirements. They will produce all tools to be used in supporting the CCD Program.  They will act as the purchasing agent to purchase and distribute CCD materials. They will maintain Teachers' and Students' database records. They will prepare all attendance, financial, and status reports. They will appoint and oversee all Directors and Teachers. They will be acting Directors of each department until a Director is appointed. All workers in CCDOT are non-paid volunteers.

*   The Director of Education is responsible for contacting teachers, providing teacher training, providing teaching materials, and maintaining student records.

*   The Director of Prison is responsible for contacting Chaplains, contacting Prison Officials, promoting the CCD Program in prisons, and contacting guest speakers.

*   The Director of Church is responsible for contacting Pastors, contacting Deacons, promoting the CCD Program, providing aftercare training, and collecting student records.

*   The Director of Business is responsible for contacting Business Owners, promoting the CCD Program, providing aftercare training, and collecting student records.

*   The Director of Street is responsible for contacting halfway houses, contacting homeless shelters, promoting the CCD Program, providing aftercare training, and collecting student records.

*   The Director of Restoration Facility is responsible for contacting restoration associations, contacting owners, promoting the CCD Program, providing aftercare training, and collecting student records.

The Financing Function

The Marketing Plan will make projections as to how many Teacher's Packets and Student's Packets we will be needing for the upcoming year. The first step is to define what goes into each Packet, then determine the cost of the CCD materials based on the estimated required quantities. Host churches and businesses (and other facilities where appropriate) will be encouraged to purchase their CCD materials and when possible, purchase CCD materials for prisons through the CCDOT office. Other non-host churches will also be encouraged to purchase CCD materials for prisons through the CCDOT office. CCDOT will act as the purchasing agent to acquire quantity discounts.

It should not be necessary for CCDOT to borrow money. We will investigate the possibility of receiving funds from the Federal Faith-Based Assistance Program.

Controls

Controls are usually in the form of budgets. The projections in the Marketing Plan will provide the information for the CCDOT budget. The marketing methods outlined in the Marketing Plan will provide the funds to meet the budget. Reports will be made to ensure that the budget projections are on track. Actual income and expense will be compared to budgeted amounts at the end of the calendar year. These records will provide audit information as well as funding information for prospective host facilities.

Conclusion

CCD of Texas recognizes the need for accountability. CCDOT desires to accomplish its vision and business plan by teaming with local churches. In so doing, the CCD Program will attempt to stop the prison cycle and, when at all possible, prevent the cycle from starting.
